There is no generic solution for this error because the cause of the error can be different each time it occurs. It is an error from the mobile network but different operators use it for different root causes.
In a lot of cases this error indicates that the network rejects the messages because of insufficient SMS credits or because of an automatic anti-spam measure. But there can be any number of other reasons for this error.

Diafaan SMS Server will try to send the messages as fast as the GSM modem allows. For some GSM modems this will be almost 60 messages per minute and for other GSM modems no more than 12.
If the sending speed is a problem because of limitations set by the wireless operator then it is possible to limit the amount of messages that the GSM Modem Gateway will send. You can use the 'SendDelayTime' and/or 'SendLimit' options in the advanced settings of the GSM Modem Gateway settings to slow down the send speed.

I will check again with the local Telco.
But just to confirm, during our monthly testing, there is a possibility that our system will send out a sudden surge of SMS to Diafaan. Therefore, there is no issue for Diafaan to send out, example, 200 SMS in a minute?

Hello Haidi,
In essence this error message can be caused by all kinds of reasons. The official meaning is 'Network out of order', indicating a technical problem with the mobile network or SMS central, but in practise this error is also returned for other reasons. For instance when the modem receives an unexpected error from the mobile network.
This error can also be triggered if the mobile network operator rejects the messages to prevent spam or high cost caused by an (for normal phone use) unusual high amount of SMS messages.

Hi Henk,
I have also encountered the same problem {Error: Unknown error after PDU sent. 38 CMS error: Network out of order}. Beside insufficient SMS credits (which is not really possible for my case as the customer is on a corporate SMS data plan), what are the other possibility of this happening? Appreciate your advise.

This error message comes from the modem, it means that the message could not be sent because there is a problem with the connection of the modem to the mobile network.
The error messages that GSM modems give back do not always reflect the real cause of the problem. This error could also mean that the network has rejected the message for some reason, for instance when there are insufficient SMS credits for your SIM card.

everytime, after an sms sent, the event log reported
The GSM Modem returned +CMS ERROR: 38 (Network out of order) after the ******* command
reset modem connection
..
..
send modem reboot command
and then port ready again for sending sms
since **** may contain actual mobile and content, i have sent an email to you at the same time.
pls advise
