Diafaan SMS Server always responds with a positive response for inbound 'deliver_sm' SMPP messages. It has no option to return a negative response or return a delivery report (positive or negative) for an inbound message.

This is what my carrier are saying :
"Deliver SM Response is mandatory and must reflect status of SMS at their end, should it be delivered/success (Deliver SM OK) or blocked (Deliver SM error)"
So there is no way for me to respond this way? What if I were to forward the messages on via a connector downstream who responded with a Deliver SM error - would that work?

If I understand your question correctly, you want to block inbound SMS messages from an SMPP Gateway and return an error in the response to the SMPP service, is that correct?
Unfortunately, this is not possible. Diafaan SMS Server always accepts inbound messages. You can block the messages with an HTTP callback script but that only throws away the message, it does not send a negative response back to the SMPP service.
