In older versions, the user privileges options where only valid in the web application, not in the HTTP API. From version 2.1, the user privileges options are also enforced for calls with the HTTP API.
The option "Block messages to recipients not in the name list" is disabled by default, but you might have checked the option when you were experimenting with the settings.

We purchased the Basic edition earlier this year, and have been running happily on version 2.0.
We have a SMPP Gateway, and a webconnector that forwards received messages to a webpage, and also send messages from that webpage.
After upgrading, sending of messages fail with "ERROR:301 Number(s) blocked, the numbers were not found in the contact list"
I don't use a contactlist, and don't wan't restrictions on this. I tried whitelisting with * in the SMPP config for Source and received, but that didn't help.
Can you tell me whats wrong here?
