If the Diafaan SMS Server web interface at http://localhost:9710/ won't load, there might be a few reasons for this issue. Here are some troubleshooting steps you can follow to resolve the problem:

1. Check if the Web Connector is running OK and try if clicking on the 'Webserver' link in the status windows of the Web Connector opens the web interface.

2. Try using IP number '127.0.0.1' instead of 'localhost'.

3. Check the firewall settings. Diafaan SMS Server automatically adds a firewall exception for the Windows firewall, but if you use another firewall it may be blocking access to the Diafaan SMS Server web interface. Ensure that your firewall settings allow incoming connections on port 9710. The process may vary depending on your firewall software.

4. Check if there are any errors in the event log of Diafaan SMS Server for the Web Connector. There might be issues with the use of port number 9710 on your computer.
