Every mobile operator has a different way to query the credit balance of the SIM card. Some mobile operators use a USSD command to request the balance and for some operators a simple SMS message to a specific number is required.
The error you get when you send a message to number 651 might be caused by the number type that Diafaan SMS Server uses. For numbers with five or less digits, Diafaan SMS Server uses the number type 'network specific' and some network providers don't accept this. You can change the number type that Diafaan SMS Server uses with a prefix and for short codes you can try if the prefix '*' (*651) for an 'unknown' number type or '#' (#651) for a 'national' number type works without error.
The number prefixes you can use are:
'+' International number type
'#' National number type
'*' Unknown number type
