The SMSC number was not the problem.
The USB Modem's SIM was barred from sending SMS.
It took me more than a hour on the phone to the Telstra "support" team in India(?), Malasia(?), Indonesia(?) or who knows where and 10 different people before someone thought it a good idea to check.
What a great Telstra support team...

Diafaan SMS Server is trying to send a message without specifying the SMSC number. Normally, the program reads the SMSC number automatically from the SIM card but it is possible that the SMSC number is not present or that the 3G modem does not properly support reading the SMSC number from the SIM.
You can set the SMSC number manually in the advanced setting of the GSM Modem Gateway. Open the GSM Modem Gateway properties, select the Advanced page and change the SMSCNumber property to the SMSC number of the Telstra mobile network (+61418706700, +61418706800 or +61418706900).
I have just installed for the first time; Receiving SMS without problem but cannot send!

I am using the "Send Message" interface with Connector = "No Connector" (Also tried "SQL Connector") and MessageType = "Default"
