This error code means that your mobile operator does not know where to deliver the message or that the mobile phone is logged on to a mobile network that your operator cannot reach.

The only thing you can do is to check that the destination number is valid and formatted in international number format (starting with a '+'). If the number is invalid or formatted in national number format your mobile operator might not be able to determine where the message should be delivered.
