This error indicates that Clickatell is not able to route the message to the GSM network of the recipient. If you are not using International number format for the messages, starting with a plus, it is possible that the gateway does not know where to deliver the messages. It is best to always use International number format for destination numbers in Diafaan SMS Server.

Clickatell tries to use the cheapest route to deliver the messages and it is also possible that one of the (cheap) SMS gateways in this route does not know how to deliver the message. You can instruct Clickatell to use a more direct route to deliver the messages. To set this option, open the Clickatell Gateway properties, select Advanced and set the 'HttpParameters' property to 'mo=1'.
