CMS error 304 indicates that the modem or the mobile network detects an error in one of the parameters or the overall structure of the SMS Packet Data Unit (PDU).

If you send the communication log for the GSM modem that includes a message with this error or the send log item for this message (right click on the message in the send log and select 'Export to File') to email address dms@diafaan.com, I can have a look to see what might be the cause of this problem. Please make sure that you include the serial number of your license in the email.

CMS error 513 is a modem manufacturer dependent error. For Wavecom modems it is specified as 'Lower layer failure (for SMS)' but other modem manufacturers can have a different cause for this error code, like 'Unable to store'. Unfortunately the error messages that the modem returns are often ambiguous and the error message sometimes has very little to do with the underlying cause of the error.

'Lower layer failure (for SMS)' is sometimes an indication that the modem and the network are not working together properly and that the modem is unable to send the message. Usually this happens when the message throughput (sending and/or receiving) is high.

This error is returned by the GSM modem and it means that the modem or mobile network is not able to send the message. The reason given is 'Resources unavailable', it is possible that the destination number is incorrect but there could be a number of other reasons why the network or modem is not able to send the message.
