I am not able to replicate this, if I name one of the gateways '1' the send-server-command works as intended and disables the gateway. Are you certain that the name of the gateway is exactly '1' and that there is no extra space in the name?

The send-server-command does not check if the gateway name or other parameters are correct and it always returns 'OK: Server command accepted and queued for execution'. Specifying an incorrect parameter can result in an unstable state of Diafaan SMS Server so it is important to make sure that all the parameters in the command are set to a valid setting.
