Now i solved this error by using the older version of SIM Cards.

A modem with an inserted and working SIM card should answer '+CPIN: READY', when no PIN code is required, or '+CPIN: SIM PIN', if a PIN code is required.
When the modem returns 'ERROR' it means that there is a problem with the SIM card, it does not specify the underlying problem, just a general error. It is possible that the modem is not able to read the SIM card, the design of the Wavecom modems is quite old and they may be incompatible with some newer SIM cards.

i inserted that sim carefully, and i also test it with the phone and i can make call and message.
this problem can curse by the version of SIM card or not?

The 'ERROR' after the 'AT+CPIN?' command indicates that there is a problem with the SIM card in your Wavecom modem. It is possible that the SIM card is missing but also that the SIM card is damaged or not inserted correctly in the modem.
