You can set the 'MaxMessagesPerMinute' or 'MaxMessagesPerSecond' properties in the advanced settings of the SMPP Gateway to throttle the messages. The difference is that the 'MaxMessagesPerMinute' setting sends the messages as fast as the setting allows and the 'MaxMessagesPerSecond' spreads the messages out as evenly as the setting allows.

For instance, when you have set the 'MaxMessagesPerMinute' setting to 60 and send 70 messages, it might send 60 messages in a 10 second burst and then wait 50 seconds for the next 10 messages. When you set the 'MaxMessagesPerSecond' to 1, the same 70 messages will be sent evenly over one minute and 20 seconds.
