TLV parameters are only available in the SMPP Connector and the SMPP Gateway. In other gateways, like the HTTP Gateway, the TLV parameters from the SMPP Connector or SMPP Gateway are not available.

In theory, it is possible to use the HTTP callback functionality in Diafaan SMS Server to extract the TLV parameters from a message with a script and forward it to the HTTP Gateway by putting it into another field, like the message type. But this requires some custom scripting and it may not works for your specific application.
