The message is a binary message without any character encoding specified. The data_coding parameter of the message is 0x04 (meaning 'Octet Unspecified').
Since Diafaan SMS Server does not know what this message means and how it is encoded, the content is not decoded and given in the raw hexadecimal form. When I look at the content of the message it looks like a message in the standard SMS text encoding. But with the wrong data_coding value, Diafaan SMS Server is not able to decode this message.
