* SQL Connector: 'Filter' option added in the Send SMS options to import only specific records from the MessageOut table

Improvements
* GSM Modem Gateway: The time zone offset in the time stamps in the SMS PDU packets is now taken into account and the time stamps are converted to local time (optional with 'ConvertTimeStampToLocalTime' setting).
* Web Connector: Certificate loading errors are now logged to the event log

Bug fixes
* Quote characters added to the service startup path to prevent the "The Unquoted Service Path vulnerability" in Windows (only applies to new installations or after an uninstall-install sequence).
* GSM Modem Gateway: USSD responses that contained a comma in the message text were not handled correctly
